Your Board of Health

The Board of Health meetings are held the second Thursday of each month beginning at 6:00 p.m. 
 They are held at the Fairfield Medical Center, 401 N. Ewing Street, Lancaster, Ohio, Assembly Rooms 1&5 on the second floorThe public is welcome to attend.  To be placed on the meeting agenda, the public can contact Kathie Whitlock, Administrative Assistant  at 653-4489 ext. 113.

Board of Health Members

Paul Martin was appointed to the Board in March 2006, after serving as licensing council representative and is now serving as Board President. He is currently employed as Superintendent of the Lancaster City Sanitation Department.  He has over 16 years of experience in the solid waste industry and six years of experience in water well service.
Robert Blair was appointed to the Board of Health in March of 2008.  He is recently retired from EMH&T Engineering where he was the development director, successfully developing private sector clients for the largest engineering firm in Ohio.  Prior to this position, Blair was the Assistant Director for the Ohio Department of Job and Family Services. 
Tina Childers was appointed to the Board of Health in March of 2008.  She is a local Realtor for Gorsuch Realty Co. and is also employed part-time with the Fairfield County Community Action/Head Start.   

Cynthia Pearsall

Cynthia Pearsall, MSN, RN, was appointed to the Board in January 2003; she is currently serving as Vice President & Chief Nursing Officer at Fairfield Medical Center. Ms Pearsall has over 25 years experience in the nursing field.

Ron Cullums

Ron Cullums, MBA, was appointed to the Board in March 2003 and serves as President pro Tem. He worked in manufacturing for 20 years as a Quality Control Manager and Certified Quality Engineer.  Mr. Cullums is currently employed at Ohio University Lancaster Campus as Coordinator of Business and Industry Training.

Charley Engen has been appointed as the Licensing Council representative to the Board of Health.  Mr. Engen is the owner of CT Land Management which is involved in the design and installation of onsite wastewater treatment systems and residential excavating.  He holds a Bachelor of Science degree in landscape horticulture from The Ohio State University, and served for a year on the Licensing Council before his appointment to the Board of Health. 

James L Massey

James L Massey, P.E., was appointed to the Board in March 2003.  He is retired after 36 years of engineering service for SIECO, Inc. where he was involved in the design and construction of sanitary facilities and public water supplies as well as many other phases of professional engineering.

Darryl Koop, MD, MPH of Bloom Township was appointed as the physician member representative to The Board of Health in March, 2009.  Dr. Koop has his medical doctor degree (MD) from the University of Manitoba, and his Masters in Public Health (MPH) from The Ohio State University.  In addition to serving as an emergency room physician Dr. Koop spends considerable time overseas practicing clinical and community medicine, and performing needs assessments in places ranging from Ecuador to Kenya.

David Petty was appointed as a county representative to The Board of Health of the Fairfield County Combined General Health District in March 2010.  He is retired from Bank One/Chase in data processing.  He also served as Bloom Township Clerk for ten years and Bloom Township Trustee for eight years.  He is an active volunteer in our community and, among other positions, volunteers with the Fairfield County Emergency Management Agency as a community volunteer.
Norman Boyd Norman Boyd has served on the Board of Health since April of 2005.  He is President of One Write Company in Lancaster and has been a resident of Fairfield County for over 30 years.
Franklin Hirsch, M.S. in Preventive Medicine and M.S. in Zoology, serves as Fairfield County Health Commissioner and has over 20 years experience in public health.
